This training event is an opportunity for members of the contracting community that partner with CDOT in the delivery of projects to learn about the current (post October 1, 2025) domestic materials preference requirements for federal-aid highway funded projects. Specifically, this event will discuss how to determine the level of compliance necessary for a project that may be out for bid, or that may already have been awarded, as well as resources available to the contractor to help them understand documentation needs for eligible materials on these projects.
The training materials will focus on the specific documentation requirements necessary to satisfy CDOT’s Buy America (BA) and Build America, Buy America (BABA) requirements for iron and steel, construction materials, and manufactured products. Details on use of CDOTs Form 1600 and Form 1610 will also be covered, as will application of the de minimis allowance for iron and steel and the separate de minimis allowance for construction materials and manufactured products.
The materials will be presented by Andy Hieber with Rocksol Consulting Group, Inc. who has been in the construction industry supporting projects since 2011. Andy will also cover some of the best practices that he has utilized while on CDOT projects that could also be implemented by Contractors to help with identifying and tracking requirements for materials to be incorporated into projects, as well as provide some real world examples of documents received.
This will be an opportunity for Contractors to hear more on what is expected of them on a CDOT project in terms of acceptable documentation based on the current FHWA approved CDOT specifications. This is not an event for Contractors to voice complaints or request changes to the specifications or documentation currently required on projects.
It is anticipated that the training opportunity will take approximately 4 hours to deliver, including breaks.
