The Western Colorado Contractors Association (WCCA) Board of Directors are voted in by WCCA Members to help shape the direction and efforts by WCCA for the upcoming years .
There are 6 out of 11 board positions available . Each position is for a 2 year term.
Ballot links will go out to all Full WCCA Memberships on December 3. Only one vote per member and must be completed by December 13.

Dan Quillen- Wagner Rents (incumbent)
Dan has served in the industry for over 48 years; Dan feels that WCCA is very helpful to members and is on the forefront of knowledge & opportunities. The strength of the association lies in the project listings and is a great asset to the members. Dan’s experience working on both sides of the industry as a supplier and contractor offers his experience to work well with other board members. Dan chairs the WCCA Membership Events Committee and is a past president.
Chris Betts- Shaw Construction (incumbent)
After obtaining a degree in Construction Management (University of Nebraska), Chris began as a project manager for a commercial plumbing company. He moved on to the Kiewit Corporation as a project manager in Denver to build famous projects including the Aurora VA hospital. Chris became a project manager for Shaw Construction and has lived happily in Grand Junction for two years. Chris has the perspective of a young professional while bringing a wide range of experience from federal to private contracting. He has proven success in team environments and brings a rational and solution-oriented approach. Chris is a past president and has chaired the WCCA Education Committee.
Derek Hamilton- Asset Construction Management (incumbent)
Derek graduated from Colorado Mesa University with a B.S. in Construction Management and a Minor in Business Administration. During his time at Asset Engineering, he has utilized his talents and education to complete multiple successful projects. WCCA has played a critical role in helping him and fellow CMU students navigate from classroom to the field. Derek aims to utilize his experience as a young construction professional to help educate and guide current students as they prepare to join the workforce. Derek is a past president.
Mark Gardner- Whitewater Building Materials (incumbent)
Mark is proud to be the 3rd generation of this family owned business in Grand Junction. Mark graduated from Mesa State in 1983 with a degree in accounting. Mark is interested in legislative and regulatory issues and served on CRMCA (Ready Mix Association) Past Board of Directors and on CSSGA (Sand & Gravel Association) Board of Directors, and the Colorado Mesa University Foundation. Mark brings a wealth of knowledge to WCCA and a strong voice in regulations. Mark has been the WCCA Board Treasurer.
Dave Hillbrand- Gould Construction
A native Coloradan, and has lived on the western slope for nearly 30 years. David has a degree in Construction Management from Colorado State University. David has been involved with numerous heavy civil, industrial and commercial construction projects throughout Colorado. He has worked with and for some extremely knowledgeable people and companies over the past 3 decades, and believes these relationships with people that bind our industry and in particular, our construction community in western Colorado. He states that “industry continually faces new challenges that can best be handled through the collaborative efforts of groups such as WCCA. While many of the challenges we face are the same throughout our region, my past experiences in the mountain communities of Colorado may offer some unique perspectives on the issues that we face today and in the future.”
Dan Flinn- Elam Construction
Dan’s career has been in the public sector, commercial construction, and land development. Presently, he serves as a project manager/ estimator for Elam Construction. Dan holds an undergrad degree in public administration, and a master’s degree in project management and finance. Dan states: “serving on the board presents an opportunity for professional growth, professional collaboration, and community outreach. The position will allow me to see the historical success from pass directors, thereby enabling me to see how the WCCA has leveraged their position to better serve our local contractors. My previous work experience includes working directly with contractors across multiple disciplines, I plan on incorporating my collaboration strategies for more effective teamwork. My support will strengthen the partnership with community stakeholders, sustain a progressive stance with governmental institutions, and maintain relations with local contractors.”
Brian Holton- Merritt & Associates
Brian has 24 years of full-time experience in the construction industry and has seen successes and inefficiencies that have shaped the field. He has seen wasteful spending and practices that hinder progress, which motivated him to drive change. Education includes contractor apprenticeship programs and Metal Building Design School, and holds the Fire Line License for Merritt & Associates G.C. Brian has gained valuable insights into the importance of strong leadership and transparent practices through participation in management related meetings. He seeks a position on the WCCA Board to advocate for better bidding practices, improved opportunities for skilled tradespeople, and smarter hiring processes to eliminate inefficiencies and ensure quality in the industry.
He states “I bring expertise in project management, budgeting, and fair bidding practices, along with a deep understanding of the industry’s current challenges. I look forward to contributing to WCCA’s mission and supporting positive change within the construction community.”
